Choose an image you want to glow. Go to Layer >> Duplicate Layer (Ctrl + J).

Then Filter >> Blur >> Gaussian Blur. Set the radius 15.

Click on the "Layer" tab on the top right. Go to the drop down menu and choose the blending mode "Overlay".

You're picture should now be glowing!
