 Start by and creating a new image. Choose any dimension you desire. Hit D to set your colors to default. Go to Filter>>Render>>Clouds.

Now go to Filter>>Blur>>Radial Blur and choose the settings shown.

Then, go to Filter>>Blur>>Gaussian Blur with a radius of 2.

Go to Filter>>Sketch>>Bas Relief> and choose the settings shown.

Next, go to Filter>>Sketch>>Chrome and, again, choose the settings shown.

At the end press Image>>Adjustments>> (Ctrl + U) Hue and pick the color you want.

You're done!
